| The Penn Center has a long history of working to build self-sufficiency among St. Helena Island’s African American community. Started in 1862 as a school for freed slaves, the Center has evolved to become a resource center that seeks to preserve the history, culture and environment of the Sea Islands. |

| The Center was created in 1992 to ensure the sustained involvement of the private sector in continuous education reform. It is an affiliate of the South Carolina Chamber of Commerce and serves as the Chamber's education arm. It is governed by a board of directors and is staffed by the Chamber's Associate vice president for education. The Center provides the state's private sector its own organization for having input into the shaping of education policy. The Center is the only entity of its kind in the State. |

| The South Carolina Policy Council Education Foundation was established in 1986 as a nonpartisan, tax-exempt public policy research and education foundation. Its mission is to educate members and all South Carolinians about state and local public policy based on the traditional South Carolina values of individual liberty and responsibility, free enterprise and limited government. |
